## What Needs to Be Done

- Convert the approved planning docs into build phases.

- Set dependencies between phases.
|
|
- Define what must be tested before each stage is approved.
|
|
- Define what evidence is needed before launch.
|
|
- Define the handoff point for implementation work.
|
|
- Define what evidence each phase must produce before the next one starts.

## Acceptance Criteria

- The project has a clear build order.
